Cocoa
Cocoa is a pink-type shell seen only during the Provisional Government era. She serves as a kind of mentor to Blue, secondary to Bartender.

Cocoa is wise – both stern and jocular when the situation calls for it – and is shown to be concerned for the safety of others in Old Town.
She relates herself to Blue, admitting that "up there", Cocoa is the "sensitive one".
History[edit | edit source]
Not much is known of Cocoa's history in The Orchard, as Blue only interacts with her in Old Town.
In Old Town, Cocoa is found tending to the plants in the community garden, and even chastises Blue for not taking better care of them as well.

COCOA: You see, this plant and Old Town are one and the same.
BLUE: Oh yea?
COCOA: They will both wilt without you. (ch. 6)
In her interactions with Blue, Cocoa ribs with the shell at her expense, but also shows a genuine care for her. Cocoa advises Blue to find something she's good at, but also reigns her in, urging that this "something" should be legal.
Cocoa is shown to try to keep Blue in line again when the shell admits to not wanting to wake up and forget, as her tone drops and advises Blue that she should keep those thoughts to herself.
